Grounded Solutions Network Releases 2025 Policy Priorities
Washington, D.C. — Grounded Solutions Network has just released its federal, state, and local policy priorities for 2025, as the country welcomes a new Congress and presidential administration. This document provides an overview of what the organization will advocate for, as well as steps it will take to expand housing with lasting affordability and help curb the ongoing housing crisis nationwide.
On the federal level, the priorities center around housing-related programs and funding, access to financing for homebuyers, education, and coalition building. On the state and local levels, the priorities focus on infrastructure and local government capacity, land use and rezoning, and policy creation and advocacy. The overarching goal of these priorities is to expand shared equity homeownership options. Key priorities include:
- Advancing legislation to improve the HOME program at HUD and increase community land trust/shared equity housing (CLT/SEH) access to grant funding;
- Expanding Fannie Mae, Freddie Mac, and the FHLBanks’ impact on shared equity mortgages;
- Securing changes beyond Duty to Serve at Fannie Mae and Freddie Mac to improve access to mortgage financing;
- Improving Federal Housing Administration programs to benefit CLT/SEH homebuyers;
- Introducing tax incentives to support the development of shared equity housing;
- Increasing access to state and local housing funds for shared equity programs;
- Improving local and state land use policies—including state preemption—to encourage density and innovation; and
- Advancing state and local policies to support inclusionary zoning, CLTs, and cooperatives.
“The re-election of Donald Trump and a new Republican-controlled Congress will make achieving our goals likely more difficult as we anticipate significant federal housing policy changes, including executive actions, that will hamper our progress,” said Doug Ryan, Grounded Solutions Network’s Vice President of Housing Policy. “But we know that shared equity homeownership is a powerful model with a proven track record of creating sustainable affordable homeownership opportunities and supporting the development of stronger communities throughout the country, outcomes that appeal to both sides of the aisle.”
“In the coming year and beyond, we will continue working to broaden our bipartisan base of support at the federal level through our national partnerships and by promoting our research and telling our members’ stories while strengthening our grassroots connections at the state and local levels,” Ryan added.
